Electronic document management and archiving platform for the Social Fund of the DRC: multi-channel capture, OCR, validation workflows, immutable versions and a tamper-evident audit trail.
Context
The Social Fund of the DRC needed a single system to capture, classify, validate and preserve its documents and correspondence, with a fully French interface, strict access control and a verifiable audit trail.
What we built
- Multi-channel capture: upload and import, capture of emails and OneDrive files through Microsoft 365, a virtual print agent and a Microsoft Office add-in
- OCR in French and English feeding a full-text search with boolean operators, facets and saved searches
- Electronic mail management, a configurable filing plan, a controlled thesaurus and validation workflows by document type
- Immutable versioning with SHA-256 fingerprints, PDF/A conversion and validation, and an electronic signature and RFC 3161 timestamping chain
- Retention schedules, transfer and disposal slips with double signature, and management of physical archives
- Two-factor authentication at every login, role- and attribute-based access control, a hash-chained audit log and antivirus scanning
- Dashboards, reports, real-time notifications, a documented REST API and connectors for CMIS, SEDA, LDAP, SAML and OpenID Connect
Technology
A NestJS and Prisma API with BullMQ workers on PostgreSQL and Redis, a React/Vite front end and S3-compatible object storage, deployed with Docker.
